อยู่ที่ห้าแยกพ่อขุน พ่อขุนเม็งรายเป็นกษัตริย์องค์ที่ 25 แห่งราชวงศ์ลัวะจังคราช เป็นโอรสของพญาลาวเม็ง และพระนางเทพคำขยาย หรือพระนางอั้วมิ่งจอมเมือง ประสูติเมื่อวันอาทิตย์ แรม 9 ค่ำ เดือนอ้าย ปีกุน พุทธศักราช 1782 เสด็จสวรรคตที่เมืองเชียงใหม่ใน พ.ศ.1854

พ่อขุนเม็งรายได้สร้างเมืองเชียงรายขึ้นบนดอยทอง จากรากฐานเดิมที่เคยเป็นเมืองมาก่อน เมื่อ พ.ศ.1805 ทรงเป็นปฐมกษัตริย์ แห่งราชวงศ์เม็งราย และรวบรวมบ้านเล็กเมืองน้อยเข้าเป็นอาณาจักรล้านนาไทยจนเจริญรุ่งเรืองถึงปัจจุบัน

โดยประชาชนชาวเชียงรายร่วมใจกันสร้างอนุสาวรีย์ เพื่อน้อมรำลึกถึงพระเกียรติคุณของพ่อขุนเม็งราย ปั้นโดย นายปกรณ์ เล็กฮอน และทำพิธีเปิดอนุสาวรีย์เมื่อวันที่ 31 มีนาคม พ.ศ. 2507 สำหรับลักษณะของอนุสาวรีย์ คือ เป็นพระรูปของพระองค์หล่อด้วยทองสัมฤทธิ์ขนาดเท่าครึ่ง ทรงฉลองพระองค์ด้วยเครื่องทรงพระมหากษัตริย์ล้านนาโบราณ ประทับยืนบนฐานสูงประมาณ เมตร ทรงถือดาบด้วยพระหัตถ์ซ้ายแนบกับพระเพลา ทรงสวมมาลัยพระกร ทรงสวมธำมรงค์ที่พระหัตถ์ขวาตรงนิ้วนางและนิ้วก้อย ที่พระหัตถ์ซ้ายตรงนิ้วชี้ และทรงฉลองพระบาท ปัจจุบันมีตุงหลวงเฉลิมพระเกียรติประดับอยู่ทางด้านหลังอนุสาวรีย์ด้วย และที่ตรงฐานใต้พระบรมรูปมีคำจารึกว่า “พ่อขุนเม็งรายมหาราช พ.ศ. 1782-1860 ทรงสร้างเมืองเชียงรายขึ้นเป็นเมืองแรกเมื่อ พ.ศ. 1805 ทรงสถาปนาอาณาจักรล้านนาไทยให้เป็นปึกแผ่น และทรงสร้างความสามัคคีระหว่างชนชาติไทย”

ทั้งนี้ กู่พระเจ้าเม็งราย ตั้งอยู่หน้าวัดงำเมือง บนดอยงำเมือง กู่นี้เป็นอนุสาวรีย์สำคัญแห่งหนึ่ง เพราะเป็นที่บรรจุอัฐิของพ่อขุนเม็งรายมหาราช ตามประวัติกล่าวว่า พระเจ้าไชยสงคราม ราชโอรสพระเจ้าเม็งราย เมื่อได้มอบราชสมบัติให้พระเจ้าแสนภูราชโอรสขึ้นครองนครเชียงใหม่แล้ว พระองค์ได้นำอัฐิพระราชบิดามาประทับอยู่ที่เมืองเชียงราย และได้โปรดเกล้าฯ สร้างกู่บรรจุอัฐิของพระราชบิดาไว้ ณ ดอยงำเมืองแห่งนี้
